NOTICE OF PUBLIC HEARING
COUNTY OF WASHINGTON
AMENDMENTS TO ANNUAL ACTION PLANS & CDBG PROGRAM
Notice is hereby given by the County of Washington that it will hold a Public Hearing on May 3, 2023 at 10:00 AM, Courthouse Square, 100 West Beau Street, Suite 603, Washington, PA. The purpose of this Public Hearing is to discuss the proposed amendments to the Community Development Block Grant (CDBG) Program, which will be incorporated into the County of Washington’s Action Plans. The proposed amendments are on display HERE for public inspection during normal working hours at the office of the Redevelopment Authority of the County of Washington, 100 West Beau Street, Suite 603, Washington, PA and posted at www.racw.net.
The County proposes the following substantial amendments:
CD 22-09 Midway Street Reconstruction – increase budget more than 50%
CD 22-10 Monongahela Street Reconstruction – increase budget more than 50%
All interested citizens are invited to attend this public hearing and present comments concerning the proposed amendments. Written comments can also be submitted the following ways by May 17, 2023:

The Washington County Board of Commissioners will consider and take action on the proposed amendments at their regularly scheduled meeting on May 18, 2023 at 2:00 P.M. at 95 West Beau Street, Suite G-16, Washington, PA. Washington County will make reasonable accommodations and services necessary for sensory-impaired and disabled citizens. Additionally, translation services may be offered upon request and availability. HOME INVESTMENT PARTNERSHIPS PROGRAM
EMERGENCY SOLUTIONS GRANT PROGRAM
Notice is hereby given that the County of Washington (County) has prepared its Annual Action Plan for FY 2023. The Annual Plan describes how the County intends to expend $3,469,934 in Community Development Block Grant (CDBG) funds, $649,025 in Home Investment Partnerships (HOME) funds, and $309,409 in Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD). In addition, the County expects to receive $30,000 in CDBG Program Income.
In order to obtain the views of citizens, public agencies, and other interested parties, the County has placed its proposed FY 2023 Annual Action Plan on public display online HERE for 30 days beginning April 18, 2023 through May 17, 2023. Copies of the document will also be e-mailed or mailed upon request.
The FY 2023 Annual Action Plan contains the following major components:
- Identification of federal and non-federal resources reasonably expected to be made available during the program year to undertake activities identified in the proposed 2023 Annual Plan.
- A list of activities to be undertaken during the FY 2023 program year to address community development and housing needs including the geographic distribution of activities to be completed.
- Identification of homeless and special needs activities to be undertaken during the 2023 Program Year to address identified needs within the County.
The proposed use of funds outlined in the FY 2023 Annual Plan were developed after consulting local housing and homeless providers, holding public hearings, and the review of requests from municipalities identifying needs.
Comments on the proposed FY 2023 Annual Action Plan can be submitted the following ways:

The County Commissioners are expected to act on the proposed Annual Action Plan for FY 2023 on May 18, 2023, at the regularly scheduled Commissioners meeting at 2:00 P.M. at 95 West Beau Street, Suite G-16, Washington, PA. In accordance with the Final Rule for consolidation of the CDBG, HOME, and ESG Programs, 24 CFR Part 91, et. al., the County will submit the Annual Plan to HUD for review and approval on or before May 31, 2023. The 2023 Program Year runs July 1, 2023, through June 30, 2024.
Washington County Annual Action Plans
Each year, Washington County receives federal grants through the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG), Home Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) Programs. HUD requires the County to prepare annual Action Plans (AP) to guide the investment of CDBG, HOME, and ESG grant funds to address the County’s housing, community development and economic development needs each year.
