Whole-Home Repairs Program
The General Assembly of the Commonwealth has made COVID-19 Response Restricted Account funds available through the Pennsylvania Department of Community and Economic Development (DCED) for the COVID Relief – American Rescue Plan Act (ARPA) – Whole-Home Repairs Program. The County Commissioners have established a grant program designed to assist low-income homeowners in making needed repairs to the exterior of their properties. This home repairs grant may be used to correct present, or soon to be present, exterior housing problems.

Basic Eligibility Requirements:
Low- income homeowners who own and occupy a structurally sound, single-family residence in Washington County are eligible to receive assistance under this Program when funding is available and the following criteria are met:
*Income eligibility – annual income must be less than 65% of the Median Family income for the Pittsburgh Metropolitan Area as determined by HUD and adjusted based on household size.
Income Limits: (Income limits may change periodically)
- Family of 1 – $45,695
- Family of 2 – $52,260
- Family of 3 – $58,760
- Family of 4 – $65,260
- Family of 5 – $70,525
- Family of 6 – $75,725
*Property taxes are current
*No municipal, state, or federal liens
*Home has a value, after repairs, that does not exceed $209,000
*Not in foreclosure or bankruptcy
*Other eligibility criteria must be met for participation.
What to expect:
Pre-applications will be accepted beginning Friday, September 1, 2023 by US Postal mail only. Pre-applications received before September 1, 2023 will be returned. Once we receive your pre-application, we will contact you to begin processing. Pre-applications will be processed on a first-come, first-serve basis with priority given to completed applications as long as funding is available.
